Rockwall, Texas

Is Rockwall, TX a good place to live?

Yes, if lake views and an easy drive into Dallas matter to you. Living in Rockwall, TX gives you Lake Ray Hubbard, an A-rated school district and a lower combined tax rate than many Collin County suburbs. The trade-off is direction: Rockwall is east of Dallas, so Plano, Frisco and DFW Airport are a longer drive.

Rockwall sits on the eastern shore of Lake Ray Hubbard, about 20 miles northeast of Dallas. I-30 crosses the lake on a 2.9-mile causeway into the city. The town was founded in 1854 and named for the buried “rock walls” settlers found here, which geologists later identified as natural sandstone dikes. Rockwall has been the county seat since Rockwall County formed in 1873. The 2020 Census counted 47,251 people, and the Census Bureau’s 2025 estimate is 53,980.

When I help clients with Rockwall TX homes for sale, we usually start with one question: on the water, near the water or in town? Waterfront, lake-view and in-town homes differ in price, upkeep and due diligence, and I walk you through each one. I also check the school district and city limits for every address, because Rockwall ISD reaches into Heath, Fate and McLendon-Chisholm, and each of those towns has its own tax rate.

Jobs, growth and what’s coming

Rockwall County is the smallest county in Texas by area, at about 149 square miles, but it is growing fast. The county went from 107,819 people in 2020 to an estimated 140,738 in 2025, a 30.5% increase. The city itself grew more slowly, about 0.9% from 2024 to 2025, and much of the county’s new growth is in the towns around it.

Rockwall’s jobs base is mostly manufacturing, packaging and logistics. Its primary employers include L3Harris, Bimbo Bakeries, Graham Packaging, Karat by Lollicup and Pratt Industries. In June 2026 the Rockwall Economic Development Corporation announced a 346,000-square-foot Pratt Industries expansion in Rockwall Technology Park. It also announced that Milestone Electric, A/C & Plumbing is moving its headquarters to Rockwall.

The kinds of homes you’ll find in Rockwall

Waterfront homes

Homes directly on Lake Ray Hubbard cost the most and take the most homework: shoreline, any dock, flood risk and insurance. I check all of it before you make an offer.

Lake-view and near-lake homes

A home a street or two back from the water often gets you views and lake access for less than true waterfront, with fewer shoreline questions to answer.

Established in-town neighborhoods

Rockwall’s older sections near downtown and along its main roads have mature trees and quick routes to I-30. These are often the simplest purchases.

Newer construction in Rockwall ISD

New neighborhoods continue to go up in and around Rockwall, Fate and McLendon-Chisholm. I compare builders, HOA dues and any MUD or PID for you.

Lake living

Lakefront homes in Rockwall, TX: living on Lake Ray Hubbard

Lakefront homes with covered boat docks on a reservoir east of Dallas

Lake Ray Hubbard is why many of my clients look at Rockwall. The reservoir covers about 22,745 acres. It was impounded in 1968, its dam was finished in 1969, and it is managed by Dallas Water Utilities, with the City of Dallas owning the dam. Anglers come for hybrid striped bass, white bass, largemouth bass, catfish and crappie. Marinas around the lake keep boaters and jet skiers busy all summer.

Buying on the water is different from buying in a subdivision. The lake belongs to the City of Dallas, so I check what’s allowed at the shoreline before you count on a dock, a boathouse or new landscaping. I also check flood-zone status, insurance and the condition of any existing structures.

What I check on every lakefront home

  • Shoreline rules and any approvals for docks or boathouses
  • FEMA flood zone and a flood-insurance quote
  • Condition of seawalls, docks and lifts
  • Water depth and access at the shoreline
  • Whether the home is inside Rockwall city limits or in a neighboring city

Cost of living

Rockwall property taxes & cost of living

Here’s what Rockwall property taxes look like, using the most recent rates I could confirm were adopted by all three units: tax year 2025. The City of Rockwall adopted $0.2575 per $100, Rockwall County $0.2510 and Rockwall ISD $1.0669. That’s about $1.58 per $100 inside city limits, lower than the Collin County stacks in Prosper and Frisco.

For tax year 2026, Rockwall ISD kept its rate at $1.0669, below its no-new-revenue rate. The city proposed $0.258007 in its FY 2026–27 budget. I’ll update this table once the city and county 2026 rates are confirmed. Homes in Heath, Fate or McLendon-Chisholm use their own city rate instead of Rockwall’s.

  • Texas school homestead exemption: $140,000, plus another $60,000 if you’re 65+ or disabled (since the Nov 2025 election).
  • If you’re 65+ or disabled, your school taxes are frozen at the level of the year you qualify.
  • Some newer neighborhoods around Rockwall add a MUD or PID. I pull the exact rate for every home before you offer.
  • Lakefront homes often have higher appraised values, so check the tax bill on top of the higher price.
